We also met Gerry and Barbara who travels with Bruce and Jackie whom are all from Maine.

Those pipes are at the bottom of the low side of the dam and they connect to pipes on the very highest part of the high water side of the dam. I assume that if the water gets too high the it runs down the pipes and pops the lids off to allow water to bypass the dam. This would only happen the dam could not release enough water.
